Briefing of the academic community about the latest progress regarding access to electronic resources of Elsevier

HEAL-Link wishes to inform the academic community about the latest progress regarding access to electronic resources of Elsevier.

As established by the 67th Council of Rectors (1-2 July 2011), the offers we had received from this publisher to renew the contract of access to electronic sources (ScienceDirect and Scopus) for the year 2012 (and beyond) was “extremely negative” (DECISION 5, 67th Session Rectors and Presidents GC).

Unfortunately, despite our efforts, that Elsevier has not lodged any improved proposal so far. Meanwhile, as we all experience every day, economic situation for the universities has dramatically changed on the detrimental effects, and estimates for next year provide an even greater deterioration in budget cuts for electronic sources.

Under these conditions, the renewal of the contract with Elsevier for the year 2012 is considered impossible.

Finally as this publisher has not yet received payment for the current year, he might cut access to HEAL-Link members on October 5.

For more information see the letters of the Board HEAL-Link to the Rectors of Universities and to the Presidents of Technological Educational Institutions.
